For centuries, until this growth spurt, Luton had been first a small farming community and then a tiny market town; in the 17th and 18th centuries it was a town in decay and then, early in the 19th century, the development of the straw hat industry changed Luton into a factory town, the chief centre of hat manufacture in the south-east Midlands. In the 20th century the decline of the hat industry has been balanced by the introduction of new industries, primarily in the engineering fields.
